You may be eligible to apply for a National Visa for Mission, if you fall under one of the categories under “Who is eligible to apply” point 1 to 12 and if you need to stay in Italy for longer than 90 days.

Who is eligible to apply for a National Visa for Mission
1. Officials employed by administrations of foreign countries on a work mission to Italy;
2. Staff of International Organizations with which Headquarters Agreements are in force;
3. Staff with fixed-term contracts of International Organizations with which Headquarters Agreements are in force and State personalities and members of delegations formally invited to participate in conferences, meetings, conventions and events;
4. Diplomatic officials, for official short stays in Italy, provided that they do not need formal accreditation or notification;
5. Foreign citizens travelling for cultural or research activities strictly related to International Organizations (for example: researchers and students of the University Institute of European Studies or trainees at FAO or other United Nations Agencies);
6. Civilian personnel assigned to serve with the NATO military bases (military personnel are visa-free). This point refers to both the civilian component (non-military employees directly employed by the US Department of Defense and their armed forces) and the “civilian personnel” (technicians and contractors of private companies, employees of other US Departments and other personnel). To applicants who are located in the United States, a visa will be issued following the request of the US Department of Defense or any other relevant employment Department of the applicant. For applicants outside the United States, the U.S.S.S.S.O. (diplomatic-legal office that deals with military and civilian personnel assigned to Italy) must send to the relevant Italian Embassy or Consulate a letter with the letterhead of the United States Embassy in Rome;
7. Applicants who hold high civil and religious offices;
8. State or political Personalities and members of delegations formally invited by the Italian Government;
9. Participants in events and meetings envisaged by bilateral or multilateral agreements to which Italy is a contracting party;
10. Third-country nationals who are official journalists in their Country and are seeking to be accredited in Italy. In this case, applicants need a “Nulla Osta” (non-impediment declaration) issued by the Press Department of the Italian Ministry of Foreign Affairs and International Cooperation. Their application must be submitted through diplomatic channels;
11. Athletes who participate in sports events or intend to stay in Italy for training periods longer than 90 days, based on an official request from CONI (Italian National Olympic Committee);
12. Family members of the main applicant (falling into categories 1-11).
National Visa for Mission: Requirements
Note: Citizens of Pakistan, Afghanistan, Iraq as well as Palestinian Territories and Travel Documents holders (with the three letters code XXA or XXB appearing in the ICAO) need to provide full names of mother and father as indicated in the birth certificate or a Consular declaration.
a) Proof of residence within the Toronto consular jurisdiction (the Provinces of Ontario (except for the city of Ottawa and the Outaouais region, the Carleton, Dundas, Glengarry, Grenville, Prescott, Russel, and Stormont counties under the jurisdiction of the Italian Embassy in Ottawa: domestic utility bill or driving license (photocopy).
b) Only for Non-Canadian Citizens – Proof of legal residence in Canada: Canadian permanent residence card or visa valid for at least three months after the date of re-entry (photocopy).
c) National visa application form carefully and correctly filled-out and signed. Please make sure to leave no blank spaces. If an item does not apply to you, enter N/A (not applicable).
d) Passport-size photo full front and white background, not older than 6 months; must be free of all headgear, no hats, scarves, headbands or other decorative objects.
e) Your passport, which must be valid for at least 3 months after the visa expiry date, as well as photocopies of the first 2 pages and of any previously issued visas. Furthermore, there must be at least two blank pages in the passport.
f) A copy of your flight reservation OR itinerary with all airports of transit/landing.
g) Documentation proving the status of public official or member of an International Organization assigned to Italy to perform their duties (i.e. staff ID card, original plus one photocopy).
h) Note Verbale of the relevant Ministry or employment Organization, stating the mission’s program and indicating the Entity covering the expenses related to the mission.
i) Visa fees can be paid by money order/bank draft made out to the Consulate General of Italy in Toronto (Canadian dollars only). Because of the fluctuation of the exchange rate, the type of visa and duration of stay, the fees are subject to change. Please consult regularly our updated list of Consular Fees. In particular cases, the visa fee will be waived (FAO, IFAD, WFP, Bioversity International, IDLO).
j) Prepaid Xpresspost envelope (or courier service pre-addressed envelope) with your address already filled (TO) and the address of the Consulate as sender (FROM), with photocopy to return your passport.
How to Apply
Applications for National Visas are received by mail.
You do not need to book an appointment to submit your application.
IMPORTANT NOTE: As of January 11, 2025, fingerprints must be acquired even for National Visa Applicants, with some exceptions (see point 4 below)
(1) Please send all necessary documents, including a money order or bank draft for due consular fees payable to the Consulate General of Italy in Toronto and a prepaid and pre-addressed XpressPost (or any other courier service) envelope, which will be used to return your passport, by registered mail (with a tracking number) to the Visa Office at the address below.

(2) If you do not already have an account, please, set up an account on Prenot@mi (press the button “register your account”. You only need to register as user. DO NOT book any appointment. The Consulate will contact you to schedule an in-person appointment for fingerprints, in due time. In order to allow the Consulate to assign you an appointment, you must be registered as a Prenot@mi user.
(3) Once the Consulate will have received your postal application, if you will have registered on Prenot@mi, the Visa Office will contact you to make an appointment. On the day of the appointment, applicants must attend the Consulate in person. Being summoned for fingerprinting DOES NOT imply that your visa application will be granted.
(4) APPLICANTS EXEMPTED FROM THE REQUIREMENT OF FINGERPRINTS:
- Holders of diplomatic or service passport who require a diplomatic visa or a mission visa are exempted from fingerprinting, under conditions of reciprocity, as well as their cohabiting family members (the spouse who is not legally separated and is not younger than eighteen years of age; -the party to a civil union between persons of the same sex; minor children, including those of the spouse, or those born out of wedlock, unmarried, provided that the other parent, if any, has given his or her consent; children younger than twenty-five years of age if dependent; children with disabilities, regardless of their age; minors referred to in Article 29, paragraph 2, second sentence, of Legislative Decree 25 July 1998, no. 286, adopted or entrusted or placed under guardianship);
- Military and civilian personnel of member states of the Atlantic Alliance and the G7 sent to serve at military facilities located in Italian territory, under conditions of reciprocity, as well as their cohabiting family members (see list above).
- Children under the age of 12. Even if exempt from the requirement of fingerprints, children under the age of 12 must attend the appointment for identification purposes.
- Applicants with physical inability, even if temporary;
- Heads of State and Government and members of foreign governments with their delegations on official missions;
- Sovereigns and members of royal families on official missions.
After completing the procedure, we will send your passport back to the address you will have indicated on the prepaid Xpresspost (or courier service) envelope.
